Public Utilities Specialist (Transmission Scheduling)
This position is located with Bonneville Power Administration in Real Time Transmission Scheduling (TOAS), Real Time Commercial Operations (TOA), System Operations (TO), Transmission Services (T). A successful candidate in the Public Utilities Specialist (Transmission Scheduling) position will serve as a a real-time scheduler and technical expert in transmission scheduling.
As a Public Utilities Specialist (Transmission Scheduling), you will: Participate in the identification, design, development, and implementation of more efficient methods to deliver scheduling products and services. Provide expert advisory service and authoritative policy interpretations on highly complex scheduling issues. Coordinate hourly sales and purchases of transmission throughout Canada and the Continental USA. Recommend to management and scheduling utilities optimum time for scheduling such Pacific Intertie restrictions. Advise transmission dispatchers, outage dispatchers, and scheduling personnel on all matters pertaining to scheduling matters.
Requirements
SPECIALIZED EXPERIENCE REQUIREMENTS: GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-11] in the Federal service. Specialized experience for this position is defined as: 1) experience managing and implementing electric utility industry scheduling practices, standards and procedures; 2) experience assisting in the development of new and updated scheduling processes in order to implement new requirements and improve efficiencies of existing processes; 3) reporting and documenting utility scheduling issues and concerns in order to meet organizational goals and objectives. GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12] in the Federal service. Specialized experience for this position is defined as: 1) experience managing and implementing electric utility industry scheduling practices, standards and procedures; 2) experience leading the development of new and updated scheduling processes in order to implement new requirements and improve efficiencies of existing processes; 3) providing expert technical guidance on electric utility scheduling issues and concerns in order to meet industry organizational goals and objectives. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
